The Islamic State militant group has claimed responsibility for an attack at a Tunisian beach resort that left at least 38 tourists dead.

An initial investigation by the Tunisian government identified the killer as Seifeddine Rezui, a 23-year old student who was not on any blacklist of Tunisia's security services. The gunman was reportedly dressed in shorts and T-shirts to disguise himself as a tourist, before firing at holiday makers at the beach.

Officials say Rezgui came from Gaafour, a poor town in the Siliana region, and had been a electrical engineering student at the University of Kairouan.

The attack is the worst in Tunisia's modern history and the second major massacre of this year following the assault on Tunis Bardo museum when gunmen killed 22 mostly foreign visitors.
